Direct Hire Clearance: the gate between Phase 1 and Phase 2

A common source of confusion is treating every Direct Hire requirement as one flat checklist. The safer model is a dependency: complete the applicable Phase 1 evidence, receive DMW Direct Hire Clearance, then move to later requirements.

Quick route

1 · Confirm routeDirect Hire · Professional/Skilled · Canada jobsite.
2 · Check readinessApply central DMW and the supported MWO branch.
3 · Fix gaps firstResolve MISSING and REVIEW items before submission.

Phase 1 is the evaluation package

The current DMW process describes uploading the complete documentary requirements to POPS-Direct for evaluation.

Clearance is a government outcome

DMW—not this checker—evaluates the submission and issues Direct Hire Clearance when applicable.

Phase 2 stays locked until clearance

DirectHire Ready PH keeps later items in REVIEW unless the user confirms Direct Hire Clearance. This prevents a green result from being produced out of sequence.

Scope boundary. This is a pre-submission readiness tool, not DMW/MWO approval, legal advice, Direct Hire Clearance, or OEC issuance. When current official sources conflict or do not verify a requirement, the checker returns REVIEW rather than guessing.
