Digital Waste Tracking: the 2-working-day deadline for receiving sites

For permitted or licensed receiving sites in England, the new Report receipt of waste service is now live. The key operational deadline is short: records normally need to be submitted within two working days, starting on the day after the waste is received.

Example: official guidance says a load received on Monday must be submitted and have a unique reference number by 11:59pm on Wednesday, assuming neither day is excluded.

What counts as a working day?

The official guidance excludes weekends and bank holidays. The England Regulations define a working day so that Saturdays, Sundays, Christmas Day, Good Friday and bank holidays in England do not count.

When does the clock start?

For an ordinary load, count from the day after receipt. Pipeline movements have specific timing rules, so do not apply the ordinary-load example blindly to continuous or multi-day pipeline receipts.

What if the submission returns an error?

If the service or your software notifies you of an error with the submission, the official guidance says it must be corrected within the same two-working-day timeframe. That makes pre-submission completeness checks especially valuable when the deadline is close.

What this preflight checks

RegEvidenceHub does not submit the record and does not claim regulator approval. It structures supported receipt facts, surfaces missing information and keeps uncertainty visible before you rely on the record.
