Digital Waste Tracking receiving-site checklist: what to have ready

If you are licensed or permitted to receive controlled waste, GOV.UK says you generally need to enter details of every load you receive using the Report receipt of waste service, subject to stated exceptions.

1. Confirm the reporting route applies

Start with jurisdiction, your receiving-site status and whether the material is controlled waste. Do not infer that every waste receipt follows the same route: GOV.UK sets out exceptions, including specific household waste recycling centre circumstances and a separate process for people who qualify as digitally excluded.

2. Have the core movement facts ready

GOV.UK points to Schedule 1 of the Regulations and highlights several data groups: waste movement, carrier and receiver details; waste classification codes; recovery and disposal codes; persistent organic pollutants (POPs) data; and hazardous waste data.

3. Do not guess classification or hazardous facts

The official guidance links separate classification guidance for waste codes and requires additional information where hazardous properties or relevant POPs are present. If required information cannot be provided, the guidance says the reason must be stated.

4. Keep the deadline in the workflow

For England and Wales receiving sites, records normally need to be submitted within two working days starting on the day after receipt. A checklist is useful only if it happens early enough to leave time to fix missing data.

5. Keep existing parallel records where required

GOV.UK says the paper-based tracking method initially continues alongside the new service, including waste transfer notes, Annex VII forms and hazardous waste consignment notes where required. Permit waste returns and hazardous waste consignee returns also continue until transition arrangements change.
